The Air Navigation Services Section (ANS) under the Department of Civil Aviation of Bhutan is responsible for the Safety Oversight functions of Air Navigation Services (ANS). Communications, Navigation and Surveillance (CNS), Air Traffic Services (ATS), Meteorology (Met), Aeronautical Information Service (AIS), Aeronautical Charts/Map, Procedures for Air Navigation Services – Operations (PANS-OPS), Search and Rescue (SAR), are the constituent field of Air Navigation Services (ANS).
The Inspectors shall oversight all aspects of ANS concerning services, procedures, method and functions of ANS Services providers and their applicability in accordance with the relevant International Civil Aviation Organization (ICAO) Annexes on Standard and Recommended Practices (SARPs), including Bhutan Civil Aviation Requirements (BCAR) regulations, Civil Aviation Rules, directives and manuals that are in force from time to time.
The ANS Section has been recently established and headed by Dy. Chief Communications Officers, who has been a pioneer in the field of Communication, Navigation and Surveillance (CNS). The sections is facing acute shortage of manpower and will take fairly some time to fully realize it full status of Safety oversight functions.
Effort is being made with the higher authorities at Ministerial level to recruit sufficient staff.
