Launch of Online PEL System

Coinciding with His Majesty’s 39th Birth Anniversary, Bhutan Civil Aviation Authority (BCAA) formally launched the Online PEL (Personnel Licencing) System.
The system is developed to ease the procedures of Licensing system for the Airline Pilots, Engineers and all other relevant Aviation personnel.
  
The system was launched by the Director in the presence of relevant officials from Druk Air, Bhutan Airlines and RBHSL.


A brief details of the Personnel Licensing Online System

Bhutan Civil Aviation Authority launched the Online PEL (Personnel Licensing) System. The online system will provide services like issuance, renewal, validations and certifications of licenses to the Aviation Document Holders in Bhutan where by all the documents attachments, and payments will be done  online.

The PEL online system is designed as per the Bhutan Civil Aviation Authority Requirements which complies to International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs) contained in the Annex I where Bhutan is a signatory to the 1948 Chicago Convention. The online system also provides the necessary authority and basis to conduct civil aviation regulatory functions especially on the Personnel in the industry affairs with guidelines and further addresses important routine licensing matters.

Therefore, this Online System is considered to be the official document of procedures which will be adopted by the Personnel Licensing Section which clearly guides to queries such as Why, When, Where and What license would be issued and renewed, revoked or cancelled and withdrawn completely.

PEL Online System Training

A Familiarization Training on PEL (Personnel Licensing) is being conducted for the concerned stakeholders (Pilots & Aircraft Engineers) at the training Hall of Drunk Air’s Operations Office at the arrival terminal, Paro.

Director, BCAA, graced the opening of the familiarization training and he streeses on the importance and convenience once the system is implemented.

The training is being conducted for two days on 13th and 14th February 2019.




Civil Service Medal Awards 2018

Civil Service Medal Awards 2018 for MoIC Officials (in Service for 10, 20 and 30 Years and above) was held on 12th December 2018 at MoIC.

The Awards were conferred by the Offtg. Secretary, Pemba Wangchuk who expressed the importance and appreciation of such an award of recognition from Our King to the Civil Servants for their dedicated service to the Tsa-Wa-Sum.

From BCAA, the following officials were the Medal Recipients:

Air Service Agreement with UAE

The Royal Government of Bhutan and The Government of United Arab Emirates (UAE) signed the Air Services Agreement (ASA) on 29th November 2018 in Dubai.

The Agreement was signed by Mr. Kinley Wangchuk, Director, Bhutan Civil Aviation Authority, as the Authorized  Signatory on behalf of the Royal Government of Bhutan and His Excellency  Sultan Bin Saeed Al Mansoori , Minister of Economy and Chairman of the GCAA, United Arab Emirates.

The United Arab Emirates is the 8th country with which Bhutan has signed Air Services Agreement.




Coronation Day Of His Majesty The King

ICVM Meeting for BCAA 2018

The ICVM (ICAO Coordination Validation Mission) for BCAA (Bhutan Civil Aviation Authority) Commences from today the 7th August 2018 at BCAA Complex which will carry on till the 16th of August 2018.

This ICVM will cover all the pre and post 2000 Audits in the areas of LEG, ORG, AIG and AGA and will also address the current PQs both satisfactory and non satisfactory.

The ICVM delegation team comprises of:

– Mr. Nicolas Rallo (NR)

– Mr. Len Wicks (LW)

– Mr. Angelo’s Beligiannis (AB)

On the whole, the purpose of this ICVM will be to verify the implementation of the State’s Oversight Responsibilities and all other ICAO related Tasks.

 




Outgoing DG’s Handing Taking Ceremony

A simple handing taking ceremony was formally held today the 28th May 2018 at the BCAA Conference hall in the presence of all the BCAA employees.

The outgoing Director General, Mr. Wangdi Gyaltshen who superannuates from his dedicated service to the Tsa Wa Sum, handed over the charges to the Officiating Director General, Mr. Sangay Tenzin, Chief of flight Safety Division.

Mr. Sangay Tenzin will be officiating as the Head of Agency until a new one is appointed for BCAA. All concerned stakeholders and the general public is here by notified to direct all correspondences related to Civil Aviation to the Officiating Head until further notice.

 

The BCAA family would like to wish our outgoing Director General  a very peaceful and a happy retired life. The BCAA family will surely miss your presence La.




ICAO National Inspectors Course

An ICAO National Inspectors Course is being held at Tashi Namgay Resort, Paro from 15th – 23rd May 2018.

The Course is jointly Organized by CASP-AP and Bhutan Civil Aviation Authority (BCAA) with Resource Persons, each from CASP-AP and CAA Thailand.

There are 18 participants attending the course which are from the National Airlines, Department of Air Transport, Bhutan Civil Aviation Authority, including 5 International participants, .

The Opening session was graced by the Director General, BCAA.
